Just google for "Jaascript timer" there are enough source codes available that show you how to do this

Use the timer above to show the 3, 2 , 1 and then add a META refresh (Google it )

One of my favorite sites for things like this is DynamicDrive.com

This is a progress bar, rather than your countdown.. but it covers sorta the same thing. (Just ignore this if you aren't interested)

This will work for you, you will just need to edit the js... make it popup a slice of HTML rather than a Notification box. I used to use this on my site... I made non-members wait 30 seconds, and members wait 10... VIP's had no wait... when the timer ended, the download link appeared... it was just something fun to do.
