Confused about ref. program in filehosts

hi guys,
i have a question: imagine that i have a referral but he doesn't upload much. But he has a great income by his referrals. So the question is: does it earn from what he earns also by other user or only from what he earns from his downloads?

As far as I know, you get a commission/percentage of whatever he earns. No matter where does he bring the money from. Though this may vary from host to another.

it's because my friend has a site, and many people will buy accounts with his refferal. He doesn't upload, so that's why i'm curious if he will register to a filehost using me like referral can give me something
