The HDD are in RAID 0, all combined so you can not judge the number of users /drive.
The number of users/drive is taken in those servers which lack RAID, i got HARDWARE RAID 0 applied in my servers.

However, IDM, rar/unrar, torrent depends on the number of HDDs too.

So let me ask you one more question:
How many HDDs in total?

First thing, this is not the USA 100 thread, this is NL one.
Secondly all slots of 18 USD were over in max 72 hours after i started, so we came up with 25 USD slots.

Only 1 or 2 are left on cart for that one.
