Video Editing Software ?

I have a Video in which i have to attach my own audio ... I want to keep the Video's audio too because in this video when People talk then Video's audio play and when they shows scene it plays my own audio file .. ?

Something like higher and lower option should be in that Video editing software ...

Much appreciated your input... It is my first project ..
