I am submiting my links on katz and that heave bring me a lot of guests but not much of users who register their accs!

maybe having your forum open to guests
and i dont mean only downloads i mean the general chit chat section
and post stuff people would like to talk about

what clowner suggested is good. u cud also try to
1. do linkexchange with some sites (PR1 up)
2. spend 3$ to buy a rs 1 month acc and start a contest of some sort. thatll bring tons of traffic to ur site. and in this way more ppl will register at ur site.

submit to many DDLs and provide QUALITY downloads.

I also noticed one of those "info bars" on the top of the forum that display to guests saying "Please sign up for full access for more movies, software, music, games, and more!" gets me more users than the other traditional "Guest Images" people display on their site.

Optimize your site for frequently searched keywords such as "warez forum" or "free full downloads" if you end up in the first 3 sites on the 1st page you could get quite a bit of traffic, some of those keywords get searched 1000-2000 times a day.

Have you tried submitting to other DDL sites apart from Katz? Give PhazeDDL or NexusDDL a try they will send you a bit of traffic, you should also try improving your katz rating by doing a major design overhaul and then when its time ask for a rerate try not too submit too many Hotfile/Uploading links that will effect your rating.
