You must edit the template, i too face such prob b4 , i hired Vb freelancer from KWWH. he removed them

Search in Phrases for that and Delete this

The first part you're talking about is called 'navbar' aka navigation bar, it's being called by every template in vBulletin - and it's needed, because you need to know on which page you are, am I right?

The second part is called 'Welcome text', it's being called by the 'forumhome' template, and it's showed only to guests, find it in the 'forumhome' template and remove it.

The third part is a small SEO help, it basically shows the name and description of your forum - I wouldn't recommend you to remove that. It's also in the forumhome template.
