i am referring to besthostingforums.com > Affiliate Programs / Web money

so in search result, if you click on the affiliate program/web money, it takes you to that part of the site.

i have a few questions

1. what are they called?
2. why are they predominantly found on vBulletin forums?
3. how to get them?
