What is the software used to create such softwares?

Hi mates,
I have been surfing the site from a short time, I found here many tools used by webmasters., When i use the tools i found they are made with simple softwares. So i thought to raise thread to find what softwares do they use to create these SOFTWARES .

Ex:
1.Ultimate AIO post leecher
2.Multi Psoters etc....

I hope i get my answers here.
