how do you setup nameserver dns on nginx with no panel

i no you can point domain nameservers to the ip of server

is it resolv.conf and just change nameserver to the nameservers you made and change ip

The resolv.conf is the resolver domains, like the opendns resolvers or googles' to resolve domains.

I suggest you install bind and set it up via command line.

Many tutorials around for bind, just google it.
