Actually, you can host a warez site EVERYWERE as long as you comply with complains. So it's possible in Leaseweb as long as you comply ofcourse.

Why not Ecatel? They are not that expensive, what's you budget and specs you need?

Either get a vps from any hosting company here that has vps's at Ecatel.

OR

email info@ecatel.net and see if they can tailor you a special offer.

They are known to cooperate and provide the best customer service.

So, if I was you, I would mail them first

@vps9Ryan: sure: XSLTEL would be my first host if i want vps from Ecatel.

Currently there's no match. One must have some kind of steel balls to be better than ecatel.

from what i have seen around, any DC that allows such content as Ecatel are around the same prices.

I can suggest to you the following (not cheap)
PRQ -they host TPB
Hostkey Russian servers
Mhost- Ukraine servers.
or you could possibly contact ecatel or one of there resellers and see what kind of deal you can get.
