I tested it and downloaded files from filesonic and letitbit.

Filesonic download speed was 25-35 MB/s and letitbit download speed was 30-45 MB/s.

They are good download speed for 1 Gbit.

I couldn't uploaded files with ftp, because there weren't any ftp tools on vps. And they didn't permit install any application. I uploaded some files with http.
Upload speeds were 3-5 MB/s but if i install any ftp tool, i think they will be faster.
