not sure what you mean but if your stating for the skin/xml to made for your needs via only 4.0.0 version only then no that will not be possible. It's only available for the latest vBulletin 4.1.4 soon vB 3.8.x

His a very good designer, your getting alot of features which normally designers/coders wouldnt put into their skin and i think his passion to provide good skins are very good.

Ive hired him for private work, or else i would have bought this skin.
