yep...RDP or VPS with GUI+VNC will satisfy your needs.

What does VNC and GUI mean, what are they doing, what are they good for?

VPS with GUI+VNC is more or less similar to RDP.

VNC=a program (which is required to install in order to view your desktop VPS)
GUI=graphical user interface

if you're not familiar with Linux OS then Windows RDP/VPS is recommended. and for your question, I believe they call it as seedbox and not seedserver.

and your no.4 requirement, I believe you will never find any dynamic IP for VPS/RDP.
