I can type my own commands:

/NickServ REGISTER pass email
/ChanServ REGISTER #channel pass comment
/ChanServ LEVELS #channel SET AUTOVOICE -1

Yes everything is installed , We are just letting people have free channels on our server. No we can cant provide root access to the server

Apparently you missed read it, I didn't ask for 'root access', I asked if you can provide the IRC Server as in the domain and/or IP as we can remote into IRC Network ourselves and do those above commands by ourself.
