To run the script you have to change php setting named "open_basedir" from "/home/madteens:/usr/lib/php:/usr/local/lib/php:/tmp" to "no value".

what sort of security issue is this?

Disabling open_basedir is not that big of a deal. There are so many ways to bypass the system, it's almost pointless. However, I would advise keeping it enabled and working the script around it so that it works.

for any problem there are at least 2 solutions so ask him to modify the script a bit

Just ask your current hosting providers to enable this features for you or upgrade to a VPS.
