OVH allows warez linking at least, but France is not really a warez-friendly country. Not really in their terms, but many sites are hosted there, even KWWH.
You can actually, I've done it many times in the past. I've been kicked off ovh, worldstream and netdirekt. Also if you know your stuff, there should be very little downtime.

Unless you are willing to spend at least $50, you won't find a 'stable' host.
