XeHost.netI would recommend that you purchase your domain directly from the off-shore hosting provider that you choose to use
* XeHost.net - Hosting websites since 1999!
* Shared Hosting, Cloud Hosting, Reseller Hosting, VPS Hosting, and Dedicated Servers
* End-User Support, WHMCS, and WHMReseller Available on Reseller Plans!

I don't recommended that since most offshore providers are using US domain resellers (Resellerclub, eNom.com, etc..)

Sorry but you can use any registrar you want, the seizues are not directly related to the registrar becuase they are confiscating the domains directly from Verisign, and not going through the registrar, and as XSLTel quite rightly pointed out allot of so called "offshore providers" are just resellers and not ICANN accredited.

In theory you are correct any domain can per say be sized.
But Why have they not sized .cn and a wide variety of other domains, why has it only been mostly Verisign domains? and many more questions....
Atleast at the moment Myself and others (the owers of some of the big sites) belueve that switching from US controlled domains will make them harder to consfiscate, we may be right off the mark, we may be spot on, but there must be a reason why its only Verisign domains and maybe Afilias, (Not sure if Afilias are also involved without checking) But the larget majority where Verisign.
Just type the domain e.g. ".com" into wikipedia and it will give you all the facts about the extension who controls it etc.
