You have to talk with your ISP, and you'll probably have to pay some more for your internet if you want to have better uploading speed, and I assume you'll get better download speeds as well, in the same package.

Filesonic has two locations, one is located in Europe and one is located in USA.

Choose the server which is nearest your uploading location.

If you want to upload to the servers via FTP, you'll have to use the host I'd mentioned below.

    Random locations: ftp.filesonic.com
    EU location: ftp.eu.filesonic.com
    US location: ftp.us.filesonic.com

You said that you were from Europe, that means you should use eu. But if you do own a remote server (RDP, etc), you will have to figure out where it is located. If it's located in the US, you have to upload to the US servers.

If you don't want to talk with your ISP, or if you don't want to order a server for your uploading career, i'd suggest that you'll upload smaller files.

Are you using RPD for uploading? Windows perhaps? Windows by default isn't optimized for high speeds, I had troubles with windows 2003, and speeds like yours. Luckily I am on dedicated server, so I can test and trial, how much I want. Main problem is in MTU and TCP optimization.
I would advise you to go here:
    http://www.speedguide.net/
and find your OS, and optimize it.
Once your system is optimized, you'll get better speeds via web, than FTP

This nifty little tool can help you alot:

From what I understood, he is uploading files from his own computer.

My tip is so simple. I don't upload in the rush hours. I get very good speed sometime 70-80 Mbps (I use EU VPS)

Banana of the neighbor's house is always delicious.
