I guarantee you won't find a "Pro Designer" out there that's not questioning your budget. Suppose your only offering a mere $50, no "Pro Designer" would do the work. Freelancers, like myself, are not only doing one client at a time, but maybe 2 or 3 max, so knowing budgets would allow us to pick jobs that would put value to our labor.

Personally, you will NOT find someone that will design 2+ pages for a dle site for $1-$100 and being $100 as your max, you will probably not try to offer that. Only possibility is someone that is desperate for money :/ If you bump your budget up to say $200-$250 I can assist you.
