USA Dedicated Server - Fileserve Speed Test

Hey guys , is this normal for a 1Gbps USA ( Phoenix , Arizona ) Dedicated Server . I uploaded a rapidleech script on the server to test fileserve download speed :

I've tested some files over @ Phoenixnap DC, sometimes its fast, sometimes its not. If you are peering with EU hosts, don't even bother.
