Lately i have noticed ALOT of 'designers' are simply purchasing themes of themeforest, re skinning and slightly editing the css in it then reselling for a large profit.

Are these people doing this breaking any laws/rules?
personally i don't think they would be as long as they are leaving credit somewhere in the css to the original coder.

and also do you think this is fair on the end client who is pretty much paying alot more for a reskinned theme/whatever?
