Because there are many other ways to trace back to the original person who bought the domain, Such as IP used in registration, Payment method and some other few methods such as advertising, for example do you have ADS on your site? they can also contact your adnetwork to give out the information of who ever user runs the certain site. All it takes is a court order.

So if you are going to provide fake whois info in order to be safe make sure you are also using a payment method which wont be able to be traced back to you and used a proxy or something, Just remember if you operate a big site which is wanted by govt officials then they will track you down. They have the power, knowledge and tools to do it. Im not trying to scare you so just live your life like you would any other day. Dont worry unless you are warez-bb then they dont care about you
