Well, thanks for everyone who are replying out here. I stopped using paypal since 1st march. But this again lures me to move back to PP

well bro i am using paypal for selling on ebay i haven't got any notice or anything.. and also able to send and receive

It's currently working fine. They stated the rule a month before from 1st March. I am afraid they gave just 1 month more for people to know about the new rules and the new rule might strictly be implemented from 1st April onwards.
