Are you sure that skin is made for the version of IPB you're using? And also, it could be that skin isn't nulled properly...

yea jason it was working great and then i tried to install the radio mod and it went off so i have uinstalled the radio and now it will not come back up

Try deleting everything from the "/cache" folder.. I guess that radio mod is still enabled in the cache.. But I'm not 100% sure is it safe to delete everything from the IPB's cache folder.
