Site rating criteria is as under :

1* New sites [Need To Apply Here]
2* after 400 submissions [10 days after whitelisting with 40 post/day]
3* after 1200 submissions [30 days after whitelisting with 40 post/day]
4* after 2500+ submissions
5* after 5000+ submissions

Other factors will also be considered while rating sites

1* and 2* Sites Can use Text Link back
for 3*,4*,5* we require button link back

-sites with 4* should have at least 3 mirrors
-sites with 5* should have RS or MU or MF
