mate did u get this after importing a backup or changing hosts?

where abouts did you find that as it may have something to do with a password or something as thats what WHMCS shows for cpanel pass's when they change.. so it may be away of securing passwords,

Its because your db was ordinary and u are trying to use it for UTF
