For around $2000 you could get started with xfilesharing pro. That'd get you a design, hosting for a couple months, the script + image mod, and some money left aside to pay users while you have no income.

Ah, then you're going to need to employ a full time coder. Gonna cost a hell of a lot more. If you just hire one they will not have all the bugs worked out. You'll need to staff him so he can fix bugs as they come and cheater holes. when you start getting a lot of users the Indians and Vietnamese will bend you over any chance they can and rape every last penny possible. They wont even use lube. They will spend hours upon hours cheating.
