Because their sites get more traffic compared to lower starts sites, and Shared Hosts cant normaly handle it.

Team-XPC.comShared webhosts are meant for tiny communities or simple cms websites and html pages. You may be given 10gb of space and 100gb of bandwidth, but you are allowed to use VERY little cpu.
The more people using the website the higher the cpu usage.Bad Uploaders: mayank101, zer(0), UltimateUploader, immu, much more..

There are 5* sites still using shared hosting, it depends on site's usage of resources.
