Yes the bandwidth works with a 1:5 ratio
If your have more outgoing traffic we can offer an unlimited rate with ratio 1/5. Where 5 – outgoing traffic (from server); 1 – incoming traffic (coming to server).

Its good for users having more outgoing traffic than incoming .

Ok sounds good... I am building a rapidshare clone so I can probably maintain a 1:5 peering ratio.

Would it be possible to ship some external hard disk to seed the server with files?

1TB on a russian server is most affordable. or you can choose true unlimited with 1/5 ratio for high traffic generating site.
The bandwidth selection depends what you use the server for, as russian servers are the best for offshore Hosting.
