either its your connection problem or may be you need to check the configuration of your server

tried both changed my DNS and still i got this but every one can view my site easily

I can view it fine, something at your end .

i think ur isp is blocking ur site ip

i can view it using a proxy server instead of that i am not able to view it why ?

You need to contact 1&1 and tell them to put your ip in their whitelist.

Or if your IP is dynamic reset it so that it is different nd you will be ok.
