not all allow it you will after ask certain providers

i got a vps germany and im allowed to host anything untill dmca as they own the servers themselfs

some will allow warez on there vps on here and they will say ye at your own risk or untill dmca

i think turbovps estonia allow warez last time i used them they allowed it untill dmca but you best asking incase they may have changed rules
