Lol Rew, that's actually very common and the standard for asian servers. I would explain, but I'm just going to say do your research.

Also, it should be a DEDICATED 1Mbps port, which doesnt sound like much but usually shared hosts are on 100mbps shared with hundreds of sites

Lastly, most sites don't ever go above the 1mbps unless when downloading and uploading.
