I need a RDP thats no more than 30 bucks per month

I'll need to install a codec pack ( to get my VideoThumbnails program to work) & WinRAR and 5 other programs.

I'll only be downloading and uploading, no encoding at all..just down and up!

I DON'T want a service thats overloaded with users and is slow.
