Need Encoding VPS

I need VPS for making mkv re-encodes using MegUI and avisynth.

Windows would be great but I believe some can make it work on Linux with Wine etc.

So basically I'll take Windows or Linux but encoding should work on it.

Budget .. upto $30 per month.
