250GB Disk Space
2TB Bandwidth

These are the specs, if you got anything please DO NOT PM ME.
Post them here about what's your best offer for them.

The server has to be an OFFSHORE & let me know about the DO's & Dont's of this.

Not High budget, coz the specs are not high.
Purpose is the bad thing, my clients needs them for hosting phishing sites and all.
So, i need someone who is IGNORANT for the data usage.

Any opinions.

If your client needs them for hosting Phishing site I believe even that's illegal on offshore server. Most likely you won't find that kind of hosting provider here. If you do find a provider allow user to run Phishing website it isn't going to be very cheap most likely it's going to be very expensive.
