Max,
When you hover over someones username it will tell you "Member" , "Administrator", "Global Moderator" , "Moderator" , "Respected Member" , "Respected Coder" or "Respected Developer". So yeah, legend isn't needed.
As Phamous said, old icons were better, at least to me.

Um, it's actually below their names in posts. Hovering to get a rank explanation is what they did in the legend (hovering over a username does nothing ATM, as far as I can see).
Anyways, I don't like the legend either, I think it'd be more useful if they did the whole hover to get information thing directly in the usergroup name below the username in posts which Jason is talking about.
EDIT: Oh, sorry, you're right. Hovering over a username that has a special usergroup does show the usergroup name, but it's a bit redundant when it already shows it directly below the username itself.
