Chat Messenger for Users within Same OS (RDP users)?

Hi, guys. I'm not sure if there's a program that will work for this purpose. I have an RDP server and it has several users on it. I want to have a way to send all the users (including offline users) to send messages at once and also ability to chat like IM when they're online. The "Send message" in Task Manager isn't working so well because if there are 10 users and only 4 users login after the restart, the 6 users won't show up on the list so they won't get the message. That's the disadvantage of that feature, which led me to search for an alternative.
