hai....i want to create a forum.but it contains music,movies,tones,etc...and these content uploaded from users only.. i don't host these files on my server.....its totally from rapidshare,hot file links only....
i am not hosting files on my server so...

It would be illegal in every Country accept Hong Kong, you can get away with it in Neatherlands but how ever BRIEN is very strict and if your site is large eventually you'd get caught

Host offshore. You still can be shut down, but it's a bit more difficult. Illegal also.

Think about it. Your still providing people with illegal stuff. The kid taking the drug money can still get in trouble even if his job is just to take the money and somebody else provides the drugs. The one taking the money is still part of it. You just provide links.

The advice some you have given is misleading, because even in the usa it is not illegal per say, because dmca provides safe harbour provisions, which basically state you are ok as long as the links are removed when you are notified by a dmca notice to them being copyrighted.

Other countries like the United Kingdom, facilitation is totally legal, so you can facilitate others postings links to your heart’s content.

In Belgian however i believe a Belgian linking site was ruled illegal & shutdown, this was according to BAF and we all know how unreliable anti-piracy originations when you want the true.

The legality Really depends what country you are in.

JJJ with regard to your post, Not really you are facilitating un-censored posting in this case of links, in reality it is similar to a postal services, Postal Services deliver both illegal (counterfit goods, adult dvds to minors ect) & legal mail, are the postal service held accountable & liable for delivering illegal mail of course they are not, just like in most countries you are not liable for links as long as you remove the links when notified, The uk is however is one of the countries where facilitation is totally legal.
