You should able to get VPS rapidleech at the price.
If it's a DE server, FS dl speed should be around 1.2MB/s~5MB/s.
If it's a US server, FS dl speed should be around 5MB/s~8MB/s.
Both DL speed were tested on both of my US and DE server.
