IMO its best to have a whitelist and blacklist.. blacklisted sites can't submit.. whitelisted sites bypass the queue, and all other sites go to the queue.. If you just accept ALL the downloads you will get some spam/rubbish submissions getting through.

@DEViANCE it accepts only downloads from your queue and the sites which are rated,
so you can skip the spam submissions without being having to manually tick and accept submissions.
