What's easier to code, VB3 or VB4

So far all i've used is vb3. I remember my friend setting up a vb4 and they had this gay way of editing css. Saying the other was is obselete or some shit. tbo i find it easier coding a css stylesheet than going through that long main css editor... anyway is it pretty much the same or harder code vb4 then vb3.

I heard vb3 is easier to code and vb4 is much complicated.
I don't know exactly, maybe a coder can tell.
