Im looking for someone to create an website for me. You can choose the best CMS to make the changes that I need more easily. Can be Joomla, Drupal, etc...

What I need:

News module that looks something like:

Inside News:

Also need a page with custom fields where some specific members can send news. But I think that almost all CMS make this by default.

Also need a page with custom fields where all members can send the files to download. The files will be pending to approve by admin or moderator
