i have 1 vcc (not confirm) and it ask for expuse code(i enever get it)(seller dont respond), what if i purchased another vcc, and put expuse code. will it solve my paypal limited problem?

Nope.. But if you buy another VCC you can remove the old one and add it.

i mean, my current pp is limited, so what if i buy new vcc, and confirm it,, wil my pp unlimited? or should i still get expuse code for the first vcc?? giving $4 to those who can unlimit me.
