Guests can also see the code between the tags.

For only members to see, bots cannot see as well:

but remember this is for phpbb3
pi0, don't you use phpbb2?

And when you use the U_MCP in the IF statement, all users with Moderator Control Panel access will be able to see it. So if SuperMods can use the MCP, then they will see the announcement too.
