EDIT; RK asked before me and the OP replied.

What you need to work on before asking for a rerate;

• Get some content into the public forums
• Get a few uploaders and increase the number of guest downloads, and start submitting more and more to Katz, try increasing the number of submissions you have on Katz.
• Get the official Katz button on your header as you don't seem to already have one, and they could blacklist you for that.
• Work on getting an active community.

These are the basic tips anyone could give a new forum, meaning your forum from what I see is just a domain with vBulletin installed and a few posts.

No offense, but try working on it before asking for a rerate.
