Okay so you're looking for ideas only, or also looking for a partner?

Well recently, i've been wanting to start an legal image hosting site myself, its just the capital and budget itself are the problems.. So yeah, i've delayed this project.

Lets see, if its community, legal or illegal? If its illegal, ddl site, warez forums, image hosting, webmasters forum for warez owners like KWWH, but webmaster forum is legal. So yeah, think about your budget, etc, then plan on what content you want your site to be.

If you can't think of a genuine idea yourself that you have a keen interest in then it's not going to last. It sounds like your making a site just for the sake of making one which never works. Making a site because someone suggests it is not the way to do it. You have to make one you have a genuine interest in and have a passion for if it's to be sucessful.
