If you're looking for free phpBB styles check Awesome Styles or phpBB3Styles. As for premium ones check SultanTheme (very cheap themes) or That1Design (seems they started releasing phpBB themes).

Its a premium site, but of course, with any skin, you can mod it all you like, and enjoy being able to remove the bits you dont want, which is a good idea with these skins since they are quite heavy sometimes.
