Is that one user or Different User ?

Today i searched a software in my forum then i found 2 different users have same downloading link .. then i search for there IP address. I found that there ip address also same then i search again for a set of range of IP address then i found this

Is that all these users are different or one person registered with different username ?

One person registered from one IP with different usernames.
They seem to me as usual spammers.
