Largest obstacle

My forum is doing pretty good.

17k threads, 5k members, average of 2-3k hits a day (sometimes 4-5)

But the problem is it remains really boring and inactive.
I should have an active member count by now that makes the forum alive without my presence.

The forum is music only, recently added several other downloads to increase traffic. (Non warez)

Since there arent any tools or mods to make an active forum im looking for tips to get the activity going on.
I have the basic introduction, general chat etc. but that doesnt do any good.

Members and guests come and go just for the downloads.

Any tips would be appriciated.

Get some sections related to community type things such as Graphics Discussion, Warez Discussion, etc.
