The server transmits and receives at 1gbps. The 200mbps speed limit is a server-to-internet limit. You can reach 1gbps speeds though, but therefore you should be connected to other OVH users (internal traffic) or internet -> OVH. SeedBoxes are getting good speeds, since most seedboxes are still within the OVH network. Uploading is good, but well it's not really my cup of tea so I leave that open for the ones who tested the server with MU/HF/RS etc. Generally traffic throughout Europe is guaranteed if provided via peering links. Traffic to other countries provided via transit links is most of the times on best effort. As you might know overseas bandwidth is very costly. For 45 EUR p/month you get a Virtual Private Server with 99.9% uptime. A good amount of Space, RAM and CPU and of course unmetered bandwidth. And yes you can install the software you like, it's Windows XP Professional SP3 32bits version. You'll have full administrative rights (no limited accounts).

True unmetered 1gbps doesn't exist. The closest thing costs literally thousands
per month and there is more than just 3 ppl on a port... So much is wrong here

It's OVH server, 1 gbit switch port is : 1gbit from OVH --- OVH, and 200 Mbit from OVH to the Internet
